Ordering from NASA SEWP V HUD Catalog

Strategic Communications shall provide the IT Supplies and Hardware under this Agency Catalog when a Delivery Order is issued and awarded at the Order level. The competition requirements of FAR Part 6 and the procedures of FAR Subpart 15.3 shall not apply to any individual Orders issued against this multiple award Agency Catalog. One or more Orders may be issued during the period performance of this Master Agreement, but HUD is never under any obligation to issue any type of Order. In accordance with FAR 16.505(b), HUD will provide each awardee a “fair opportunity” to be considered for award in excess of the micro-purchase threshold. Fair opportunity must be provided unless an adequate exception applies. Before fulfilling any Delivery Order under this Agency Catalog that exceed the micro-purchase threshold, HUD will:

• Forward the service specifications, requirements or SOW as it applies plus the evaluation criteria for the Delivery Order award to all of the Agency Catalog holders

• Evaluate the proposals for fulfilling an individual Delivery Order from the Agency Catalog awardees based on evaluation criteria contained within the Delivery Order; which may be based on any method allowable under the FAR such as Best Value or Lowest Price Technically Acceptable (LPTA).

Technology Refresh

Throughout the duration of this Agency Catalog, Strategic Communications shall keep itself apprised of related evolving changes to the type of IT Supplies and Hardware Services obtained through this Agency Catalog. If requested by the Contracting Officer, Strategic Communications shall present a written report, findings statement, or other informative presentation that reflect any significant or important market changes in capability/performance and price but remain within scope of this Agency Catalog and Strategic’s Master NASA SEWP V award. At no time shall Strategic Communications substitute or modify any service offerings due to technology refresh without the written authorization from the Contracting Officer through the issuance of a modification to the Agency Catalog.
